Oakdale and Penmaen Community Partnership Meeting held 1.Chairman’s Opening Remarks Chairman Roger Evans welcomed all those present extended to several new members. Application to Cydcoed successful for Penmaen woods project- will work with School and Ground work- up to £50,000. There is also a need for a volunteer to write the minutes. GAVO will eventually have to reduce input in this particular area. This will be discussed at the next meeting.2. Apologies: Dean/Deb Tucker, Irene James AM , Don Touhig MP, Cllr John Evans, Cllr Tudor Davies, Irlys Jones, Margaret Solerno, Richard Jones.3. Minutes of last meeting Passed as a true record. with the exception of last paragraph – ‘we are an Unincorporated Associated’1.Matters Arising Rex (Police). RE: speeding issue- written letters, Held meetings/ sent in petition. the road was investigated in June (Oakdale Terrace/Penmaen Road/Parkview Terrace). Inspector Flemming said that the setting of speed limits is governed by lamp posts/structure of roads- if its within 200 m distance between lamp posts it is 30 MPH. Need to inform drivers with repeated signs if going from 30 MPH to 40 MPH. Enforcement of restrictions is the responsibility of Police and Safety Partnerships.A number of scheduled areas receive attention (Safety Camera Partnership) Police have no control over these (the Partnership set those). Small number of staff look at local areas of concern. Need evidence of times/days/types of vehicle/approximate speeds. Neighbourhood Officer could look at this evidence. They recommend areas of Local Enforcement to Safety Camera Partnership. They can ask for areas to be placed on list of areas of local concern. There would be many of these throughout the County. Police are consulted on Speed Limits but do not set them. Speed Camera has been destroyed and is still in a very derelict state. Could there not be repeater signs, slow signs like other areas. Been told by CCBC that Police not willing to provide Road humps – they are the responsibility of CCBC. A lot of areas in CCBC probably require Speed restrictions. The vandalised Camera should be replaced- Inspector Flemming will address this tomorrow. Could monitor this area to protect it in future. Maybe a CCTV camera could be installed from one of new houses. This is now an inappropriate area- community needs to be involved in decision to re locate it. Mair said that when the new School is developed the road will be very busy so maybe the Camera will be needed. Cllr Pritchard will bring plans of New School. Rex has written to Chief Executive, now told to write to Mr Gibbs and Mr Campbell. The new road joining with Redrow houses is very dangerous (poor visibility), the Hedgerow obscures the view. Inspector Fleming tries to visit the Partnerships when possible on a rolling programme. Christian will supply statistical information to Partnerships. Anti Social Behaviour / Disorder issues – many Partnerships concerned with this. Low crime rates in Oakdale at beginning of Year but 70 + incidents of Anti Social Behaviour. In steady pattern of medium to high levels. Crime rates between April and June have gone very high (60 + victims of crime) was only 2 in the first part of the year. Remaining high to date, as is Anti Social Behaviour. This is not all down to young people- far from it. types of crime – 1st April – 30th July (2 Burglaries), July – Sept (2 burglaries), 1st April to 30th June (motor vehicle crime the highest)- 23 incidents reported. Over last 3 months still high (22 incidents). Break- ins to garage/sheds/shops/allotments also quite high – 11 incidents, 12 reported thefts (i.e. push bikes), violent crime very low April – June (6 incidents e.g. Assaults. Domestic violence), Criminal damage is third lowest. The figures are still low in comparison to Blackwood. Large number of youngsters in rec are local but does not attract young people from else where. trouble makers are known, some are local youths. Problems at Square reported to Police. The Police will monitor Rec and Skateboard Park. People need to give statements to Police for them: Strike 1 letter, Strike 2 letter, ABC Contract, ASBO Website shows many comments on Anti-Social Behaviour. this is read by people throughout world – is the wrong message to send out. Oakdale is one of the better areas in terms of Crime Rate. Inspector Flemming and Christian/ Jeff were thanked for attending the meeting. Emma apologised for not attending the last meeting. With regard to the £2,500 awarded from CCBC Voluntary Sector Grant for admin costs - the. newsletter would need to be bilingual as funding is from CCBC. Karen from GAVO expressed concern that very important matters are being pushed to the back of the Agenda when many people have already left. Regarding becoming a Company Limited by Guarantee – this is a very big responsibility and should be carefully debated. GAVO would also recommend that anyone thinking of volunteering to be a Company Director attend training on roles and responsibility that can be organised by the GAVO training Team. Karen has organised training through GAVO for anyone thinking of becoming a Charity Trustee. This explained the roles and responsibilities of being a Trustee. This took place in Oakdale Community Centre with members of the Ty Sign Partnership. Unfortunately only 3 members (Doreen, Jeanette and Mair) from Oakdale attended the training. Mair and Granville expressed disappointment and embarrassment that the training had not received more support from the Community. There were people of all ages from Ty Sign including young people. GAVO were thanked for their contrived support of the Partnership and for the arrangement of the training. Karen explained that Val (GAVO training team) would be willing to do a short session on the role of Charity Trustees prior to a future Partnership meeting. This was accepted. 2.Correspondence (i)Welsh Water letter RE: funding Centenary Celebrations- any Financial surpluses are to benefit customersv (ii)Square – being looked into by legal dept. There are restrictions on what can /can’t go on there. Water feature is still a proposal at this stage.(iii)Wrote to Chief Exec at CCBC acknowledged by PA is receiving attention. (iv)Groundwork – 26th September – Fairtrade meeting 7 – 9 pm Tredomen Business Centre. (v)E Mail – Tables/ chairs on square. Looked into by Emma – the Square is designated for Leisure walks and leisure gardens. There are also Highways and H & S issue. (vi)Art Work Wales – written report after visiting Community re: placing a marker in the Square (vii)Over 50’s event on 3rd October- members are attending 1.Financial Statement Unchanged. £5,500 from Area Forum budget still to be spent. Asked Emma to get prices which she has done but will be chasing this up for next meeting. This money cannot be revoked. No urgency to spend this.7. Centenary Committee Not too much progress. Given info re: Street Parties. Next meeting 4.30 pm on 12th Sept at Oakdale Community Centre.8. Project Update Village Square Reconstitute this Committee. Irlys has volunteered to do the admin for this group. Need a bigger team to look into this, separate from centenary group. Need volunteers to take this forward – Granville, Geoff, Doreen, Jeanette, Irlys, Emma, Karen- practical volunteers also needed. Group with learning difficulties have offered their help. Need communication to let people know that volunteers are needed. Put posters on notice boards. Thank the Co Op for helping out with watering- letter to be sent.Greengro Cyd Coed bid successful. Two patches overgrowth to be cut back (penmaen estate – Unilever to help out with Environmental team/ CCBC to treat Knotweed. Also start Penmaen Graveyard. Cleansing Department will pick up any rubbish. Invasive Plants Officer will treat area off Toronto Close. If it is Knot weed – don’t cut it (this will encourage re-seeding) CCBC may have a leaflet that could be provided. Takes several treatments over several years. Neighbours have agreed to take over this area Nr Torronto Close (not been adopted by CCBC). CCBC do water in Caerphilly and Blackwood, but are building relationships with the Parks Dept., Geoff ordered Daffodil and Tulip bulbs to plant this Autumn (Groveside Road) Emma- Public liability Insurance – need to arrange a meeting – There is a tree preservation order in that area- Cameron Lewis is assisting- need to carry out a survey on the land. Planning Officer contacted and must keep them involved to prevent delays. James Parkin is co-ordinating project from Ground work.Skateboard Park Official Opening 12.00 noon 16th September. Dig out area for Shelter. This week top soil put over, shelter erected week commencing 11th September- Friday 15th. Steam cleaned / painted in preparation. Don Touhig is opening / invitations sent out to Key Fund panel, parks dept., Hanger 81 to do a demonstration. Music/bunting/hot dog stand to be there. Could Partnership provide Hot Dog/Burgers to the young people? Press to be invited. Members in agreement with this proposal. Trying to launch a club for Skateboard Blades, Boards and bikes. Can pay in to buy protective Gear. Gates to be fixed. opening to have exhibitions and competition with prizes.Other Business Mair attended meetings with Health Board. Suggest Jo Hollsum to come in and talk about new Hospital and GP practices.Community Route now complete and finished. Official launch with Trinant Partnership. Is a sponsored ride 20th October starting on Common Route. This could be the Official opening date. Area steering Group meeting – Jeanette/ Roger attended. Our group to be launched Feb 07. Partnership network event 27th Sept. Rhiw Syr Dafydd School - Community wants to save building. Questionnaire prepared by Granville but decided at last meeting not to send out because it will get a poor response (not necessarily true). Partnership could have a part of the building- will not save the whole building. If it is a strong Campaign by the Community it can target developers to benefit the Community. Granville is upset about this and wants it to be picked back up. Cost of Questionnaire is irrelevant compared to the benefit of the project. Must not let down the generations (lost Oakdale Institute) – must try and save the building. Proposal is to put pressure on CCBC / developers.
