1. Chairman's Opening Remarks.
Roger also reported that a coffee morning is held on
Saturday mornings at the Community Centre between 10-11am. It was also stated
that there is a need to build up a publicity network to publicise local
organisations and events. Once up and running
the Partnership will aim to produce a newsletter . 2. Apologies for Absence
Apologies
were received from Councillor Allan Pritchard, Dr Tim Peppin (CCBC), Don
Touhig MP , Margaret Salerno (Home start), John Isgrove (Silver Band), Jan
Bennett (CCBC), Councillor Rob Gough (CCBC), Peter Gomer (CCBC), Father Ron
Jefferd, Shaw Housing Association, Mrs Robinson, Irene J ames AM. All
40 members from the original meeting in November are still on the mailing list.
It was requested that any suggestions for potential new members be forwarded to
Karen at GAYO. With regard to representing an organisation it does not have
to be the same individual attending each meeting. It is hoped in the future to
set up sub-groups for those interested in particular topics. It is important to
try and keep everyone on board. It is hoped to operate a register of attendance at the door
in the future instead of circulating a list. 3. Minutes of the Last Meeting 4. Officers Meeting (18th February).
5. Treasurer's Report It was decided to open a bank account at Lloyds T.S.B., as
it appeared more user friendly. Partnerships operating elsewhere in the Borough
only have 3 signatories therefore it was decided that Granville would opt out.
An account will be opened in the very near future. 6. Matters Arising In terms of the Area Forum money, Councillors John Evans and
Allan Pritchard have taken forward a number of projects. There will also be
Area Forum money for the next financial year and the Partnership will decide on
how that will be spent. In November last year Roger wrote out to all organisations
in the area, with 40 responding. These organisations have now taken the
Partnership forward but there is nothing to stop others joining
in the future. The Partnership will be able to help organisations with funding
sources and offer support and advice. 7. Grant Application A
STEPS grant for £900 has been secured to help administer the Partnership. 8. Partnership Agreement Copies of the agreement were distributed to those not at the
last meeting. Each organisation can then discuss it with their organisations so
that they are ready to sign up to the Partnership at a later meeting. Granville discussed the need at a
later date to adopt a constitution for funding purposes. At this stage
it is important to form the, structure of the Partnership. A discussion took
place regarding a commitment form which was also circulated at the meeting.
This is a way individuals, groups and organisations can say what they can offer
to the Partnership in terms of skills etc. A list of volunteering opportunities
was also circulated so that people can chose the type of activity they would
like to get involved with. Any sub-groups that are established will report back to the
main Partnership. There is a lot of expertise in and outside this meeting room
(a talent bank), which would be very useful to the work of the Partnership.
Members can take away the talent form and return at the next meeting. Once all groups and organisations are ready to sign the
Partnership Agreement the Chief Executive of Caerphilly County Borough Council,
Mike Bridgman from GA YO and Nigel Forster from Groundwork etc will attend the
meeting to sign the document. The document is not legally binding but an
agreement to work together for the benefit of the community. An official launch
of the Partnership will be held.
9. 0pening of the Library.
The opening will take place on Friday the 2nd of April at 2.00pm. Space in the
library is limited and so the event must unfortunately be by invitation
only. Once it has been officially opened the library will then be open to the
public. An exhibition will also be held at the Community Centre to recognise
the regeneration of Oakdale over the last 10 years. The event will also be to
promote the Partnership, the website and the book by Ralph Thomas. Ralph will
be signing copies of his book 'Oakdale Now and Then' in the Community Centre.
It is hoped to get as much press coverage as possible from local T.V., Radio
and Newspapers. The Oakdale website will be running on all the computers in
the library during the opening. The Oakdale Focus Group will be making a small donation to
the library of an ordinance survey and Aerial photographs of the village. The
three local Churches are also to donate some Christian boooks. There is also a CD Rom showing the development of Oakdale
and it is hoped to link this with the web site. It was also suggested that help
could be offered on using the web site for those not familiar with computers. Robert Onions also remarked that there is currently no
dropped kerb outside the library. Councillor John Evans will look into this. 10. Grouping and Talent Bank This item had already been dealt with earlier.
11. Distribution Network / Newsletter It is intended to put information on the web site where ever
possible and place copies of the minutes in public buildings e.g. the Library,
Community Centre, Doctors Surgery, Rugby Club, Newsagent, Don Touhig's Office
and Penmaen Post Office. It is very important to publicise the work the
Partnership is doing. The Partnership would like to produce a newsletter and set
up a group to produce and print it. In order to deliver the newsletter and any
other information produced by the Partnership iliere is a need for a
distribution network. The Oakdale Focus group has 12 volunteers. Anyone wanting
to volunteer would be needed approximately once every 3 or 4 months. There are
1600 houses and it takes approximately 1 hour to deliver 100 leaflets. The aim
is to have 32 volunteers each giving half an hour of their time to cover their
own area. We would also be looking for anyone with skills in drawing,
writing and cartoons. The newsletter will not be glossy due to cost but will be
2 A4 sides. Granville will look into the most competitive price for printing. For further publicity it was also discussed about putting
an article in the next Caerphilly Newsline. Rosemary Matthews (CCBC) would be
contacted. Granville will also look into the attendance of meetings. For
those 'lapsing members' who have not been able to make the last meeting a
letter will be sent out to say they were missed and inviting them to attend the
next one. Granville will also aim to ring members who are unable to attend the
meetings to see if there is a reason for their absence. A logo for the Partnership was also discussed. It was
decided that Granville would contact the local schools regarding a competition
to design a logo for both the Partnership and the web site. Sponsorship would
be sought from local businesses. All agreed that this would be a good idea and
one that would encourage young people to become involved with the Partnership. Richard was willing to offer one of the prizes and other
businesses would be contacted in the near future. It was also agreed to contact
Braces. Judging and a closing date would also need to be decided upon. 12. Future Projects It was agreed that projects should be the 'nuts and bolts'
of the Partnership, that it should not turn into a talking shop but deliver
results. The Partnership will need to think about projects that are
important to them e.g. environment, new facilities, improving existing
facilities, good neighbour schemes. It will also be important to work in
collaboration with the local Councillors. The work of the Partnership must not
become a substitute for councll grievances. It was mentioned by Tony that it would be a good idea to
resurrect the Carnival and Fete. A sub-group could be formed at some point to
take this forward. Others were concerned about the Square and the environment
generally. 13. Any Other Business Neil Baldwin would like the Community Police Officers to be
invited to the meetings. Councillor Evans offered to look into the matter of the
fence and wall adjacent to the Community Centre. Councillor Evans also reported that the Community Chest
funding had one month to go. It was also stated that this money is for new
sporting clubs setting up and could go up to £750. Local schools can also go to Dragon Sports for funding. The siting of the speed camera in Oakdale was discussed. The
Police decided on this location but others thought it would have been
better placed outside the school. Mrs Evans reported that she is planning a Community
Christmas Celebration Event for the 1 st of December and would like to have
everyone's involvement. The music and bands have been booked. Granville also mentioned the need to build up contacts and
communications. An expense sheet has also been produced to itemise any
expenditure incurred. A copy of the Steps application would also be forwarded
to Paul to show how the administation funding should be spent. Please let us know if you have an email address to which we
