What is the partnership, and what does it do?
Oakdale and Penmaen partnership has been established by concerned residents to support the
process of regeneration and community development in Oakdale.
The elected Officers of the Partnership are :
Chairman : Roger EVANS
Vice Chairman : Mair GWYNNE
Treasurer : Richard JONES
Secretary : Granville HALE
Role of the Partnership
The role of our Partnership is:
To consult and work with the local community, businesses, organisations and other stakeholders to identify local needs and priorities
To develop an action plan to address those priorities, including short , medium and long term goals
To develop funding bids to Communities First and other sources for projects and initiatives identified in the action plan
To support and advise local groups and individuals in applying for funding for other related projects
To provide ongoing support for the development of projects and initiatives " in the local community/ies
To provide regular updates and information exchange in a variety of formats, for the community and WAG
To monitor the progress of the local action plan .
Partnership principles
Our Partnership will work to the following key principles :
To strive to achieve a balanced membership comprising one third community ,representatives,
one third voluntary and business sector representatives,
and one third statutory sector representatives.
To work as a genuine partnership with common commitment to fair play, respect, participation, sharing information and open discussion.
To ensure all members of the Partnership have a genuine stake in the
community, and that all decisions are made with the ultimate benefit of the whol~ community in mind.
To realise that membership will not remain static, but will be flexible to
ensure the Partnership can reflect changing priorities and issues over time.
To work towards sustainable, realistic and measurable outcomes, and to monitor progress.
Furthermore, to celebrate successes and learn from experience.
To strive for a well-planned, innovative and creative approach to regeneration and community development.
To value diversity and actively pursue equal opportunities for all.
To observe the rights of children and young people, treating them fairly and respectfullyas individuals
(in line with the UN Convention on rights of the child).
To keep the public informed.
Membership
Membership will be based on the three-thirds principle described above, and will be flexible to change.
Members have stated their roles, responsibilities and their commitment to the process in Annex 1.
Administration and Powers
The Partnership will elect a Chairperson, Vice Chair, Treasurer and Secretary on an annual basis.
Meetings will be held bi-monthly or as and when required.
The Partnership has the power to:
Establish sub groups for specific issues or projects.
Develop and utilise appropriate methods for consulting local people and identifying needs and priorities
Invite agencies and organisations to attend meetings to inform the process .
Develop an action plan (for approval WAG) based on the above.
Develop, support and act a referee for funding bids (which will be submitted through the chosen accountable body).
Alter membership to suit changing needs and priorities (whilst retaining the three-thirds principle).
Report to the relevant Local Area Forum and Caerphilly County Borough Standing Conference.
